Artificial Intelligence is increasingly influencing the global economy and changing labor markets worldwide. Despite limited resources, Kyrgyzstan is also actively digitalizing and implementing AI across various sectors. How does AI affect the labor market in Kyrgyzstan, and how will the technology develop further?
The level of digitalization in business and public administration in Kyrgyzstan has been steadily increasing over the past five years. AI is being implemented in government administration, the banking sector, healthcare, and other areas.
Government Administration: In January 2023, the Kyrgyz President’s Administration presented the NVIDIA "supercomputer" as part of an AI implementation project. The machine processes information in the Kyrgyz language. Vice Prime Minister Edil Baysalov stated that "the supercomputer must operate 24 hours a day for the benefit of domestic science and the economy."
In February 2024, Prime Minister Akylbek Japarov announced that "the use of artificial intelligence in tracking tax flows has already begun."
Banking Sector: In 2020, the National Bank of Kyrgyzstan authorized remote client identification using AI, machine learning, or other forms of predictive algorithms for biometric data processing.
Security: In 2021, Kumtor Gold Company introduced a driver fatigue monitoring system that uses AI to analyze facial parameters such as gaze direction, blinking frequency, duration, and the presence of yawning. If the driver is fatigued or distracted, the system triggers an alert.
Education: Kyrgyz State Technical University named after I. Razzakov (KSTU) offers courses related to AI within its educational programs. Specifically, the curriculum at the Department of Information Systems and Technologies includes courses on Artificial Intelligence and Machine Learning.
Additionally, in 2023, KSTU launched the DERECKA project, aimed at developing the PhD and research potential of Kyrgyz scientists, strengthening the country’s scientific and innovation capacities, including AI-related fields.
At some state universities in Kyrgyzstan, such as Kyrgyz National University named after J. Balasagyn, faculty members have completed professional development courses in Artificial Intelligence. For example, in January 2025, the academic staff of the Institute of History and Regional Studies at KNU was trained in the basics of AI.
IT Industry: There is a growing demand for specialists in neural networks and machine learning in Kyrgyzstan. According to data from HeadHunter, in 2024, the number of AI-related job vacancies in Kyrgyzstan increased by 15% compared to 2023. Data analysts, machine learning specialists, and cybersecurity experts are especially in demand.
As AI technologies are more deeply applied, the employment structure is changing. Routine jobs are becoming obsolete, while new high-tech professions are emerging. It is predicted that by 2025, Kyrgyzstan's labor market will undergo a transformation, with new professions replacing traditional positions. The number of vacancies in IT and data analysis will continue to rise.

The High Technology Park supports startups and projects that help develop the AI industry in the country. For successful adaptation and further growth, it is important to develop technological solutions and ensure the training of specialists who can effectively work with new tools and approaches."
How to adapt to changes
Development of Educational Programs: Government support is needed for initiatives aimed at preparing specialists in Artificial Intelligence and data analysis.
Support for Startups: Creating favorable conditions for AI developers, including tax incentives and attracting investments, can stimulate industry growth.
Government Regulation: Developing a digital transformation strategy and regulatory frameworks governing AI use will ensure the safe and efficient implementation of technologies.
According to Erhan Adaev, the founder of Kyrgyzstan's first Academy of Artificial Intelligence: "Artificial Intelligence is a chance for Kyrgyzstan to close the technological gap with leading countries. To realize this potential, we need to invest in training specialists, create local solutions, and develop an AI ecosystem that meets our unique needs."
Artificial Intelligence creates both challenges and new opportunities for Kyrgyzstan’s economy and labor market. The implementation of AI requires a comprehensive approach: modernizing the education system, supporting innovations, and creating effective regulatory strategies. With successful adaptation, Kyrgyzstan can secure a prominent place on the international technological stage.
