Export policy reform: Uzbekistan introduces duties and simplifies procedures

Uzbekistan has introduced new measures to simplify exports, increase transparency, and support local production of high value-added goods. The changes are part of ongoing economic reforms aimed at aligning national legislation with World Trade Organization standards.

The decree introduces three key changes: export duties on strategic raw materials like cotton, copper, and natural gas to encourage local processing; the removal of export permits for certain goods by replacing them with partial export duties; and the introduction of export duties instead of fees for products such as yarn and raw hides.

Previously, Uzbekistan used export duties but replaced them in 1997 with export bans and permit requirements. The ban system was abolished in 2017, and now the permit mechanism is also being removed. These reforms are expected to make export procedures more predictable and transparent while encouraging deeper processing within the country.
